Rocket Lab Protests NASA Mars Telecom Orbiter Contract Award

Rocket Lab has formally challenged NASA’s decision to award a $700 million contract for the Mars Telecommunications Network orbiter to Blue Origin, filing a protest with the Government Accountability Office on September 11, according to reporting by SpaceNews and Space.com.

The aerospace industry is watching a high-stakes procurement battle unfold after Rocket Lab officially took its grievances to the Government Accountability Office. According to Space.com, the California-based company filed the protest on September 11 following NASA’s early-September announcement selecting Jeff Bezos’s Blue Origin for the lucrative job. Rocket Lab didn’t mince words about why it is challenging the selection. In a public statement shared on social media and cited by multiple outlets, the company argued:

“NASA’s award decision appears to be inconsistent with the eligibility criteria mandated by Congress. In addition, the agency’s punitive review of Rocket Lab’s technical volume was inconsistent, making incorrect assertions and conclusions,”

“Procurement standards exist to ensure fair competition and protect public investment. We are pursuing this review to ensure those standards are upheld for critical infrastructure that will underpin American exploration at Mars for decades to come,”

Mission Requirements and the Timeline for Mars Exploration

The urgency behind the MTN project stems from the aging infrastructure currently supporting red planet missions. Managed by NASA’s Space Communications and Navigation program, the new orbiter will function as a vital relay link between Earth-based mission controllers and spacecraft exploring Mars, according to Space.com. Right now, the agency relies on just two aging orbiters: Mars Odyssey, which launched in 2001, and the Mars Reconnaissance Orbiter, which lifted off in 2005. Congress secured $700 million in funding for a replacement in July 2025, leading to a request for proposals issued this past May that pitted top private aerospace competitors against one another, as noted by Space.com.

Precedent and What Happens During a GAO Review

This kind of procurement challenge is a familiar script in modern commercial space competition. Blue Origin itself walked this exact path in 2021 when NASA tapped SpaceX to supply the inaugural crewed moon lander for the Artemis program, as detailed by Space.com. After the GAO denied that initial protest in July 2021, Blue Origin took the matter to court and lost in November 2021. Yet that story ultimately shifted when NASA introduced a second lunar lander track, which Blue Origin successfully won in 2023.
