A folder hot, burning, abandonment by the Region of projects of incinerators… The Prefect gives two months to study the option range by Didier Robert and Albioma.
Yesterday, at the Prefecture, a meeting took place, arising out of the work of the regional Conference of Public Action, and more specifically on the Regional Plan for the Prevention and Management of Waste (PRPGD) into its component Unit-to-Energy (UVE). In other words, the president of the Réunion Region, the Prefect and officials of mixed unions involved, including Michel Fontaine in the title of Ileva, the representatives of Albioma, have traded on the alternative bearing on the fate of the projects of incinerators, such as worn by Ileva, and on the upgrade of the thermal installations of Bois-Rouge and Gol (Albioma) that will consume 100% of biomass to the year 2023. For the record, the plan for the disposal of household waste worn for ages by the Department, had taken a delay dramatic in its organization, 7 years was necessary to create the Syndicat intercommunal waste treatment in the North and East (SYDNE), and then a year after, Ileva (Civis, Casud, and TCO)… The one and the other had opted for incinerators, now renamed Unit-to-Energy (UVE), whose purpose was to burn the waste to produce electricity. In the case of Ileva, the project called for heavy investments. 140 million euros for the only incineration plant. To which it was necessary to add a sorting tool multithreaded of 235 million euros, potentially supported up to 20% by the Ademe and the european regional development fund.
Quantify the capacity provided by Albioma
In the North and the East even in topo, as shown by the controversy that rages between Jean-Paul Virapoullé and his counterpart of the CINOR, either a contract of 250 million euros over a period of 15 years, for a Unit-to-Energy (UVE) and the supply chain upstream. The Region has inherited, the fact of a transfer of skills, the plan of elimination of household waste created by the partners of the department, Didier Robert, after mature reflection, has preferred to return to the position that was hers when he was mayor of the Buffer, and which was opposite to that investment at this point expensive. The 31 January last, it was publicly declared against the UVE, rejecting “a mechanical application of the plan of elimination of household waste (…) and the recommendations of the inter-municipal associations” who have the responsibility, in terms of investment and management. Without ambiguity, he said, “the Region will not participate in it blindly under my authority to build tools that are perhaps not best suited…”, entering this stance, the implementation of a new economy based on sustainable development and the circular economy, in line with the recommendations of the European Commission, on the question of the energy transition. His approach is further based on a framework agreement signed in June 2017 between the Region and Albioma, on the contribution of Albioma to the Multi-annual Programming of Energy (2017 – 2019), with the aim of achieving a target of 50 % renewable energy by 2020. Albioma is committed to gradually replace coal for its thermal plants from Bois-Rouge and Gol by sustainable biomass, passing by 2023 a mix of 75% coal and 25% bagasse to 100% biomass. Didier Robert has, therefore, pleaded before the Prefect, who has heard, and given an additional period of two months to complete further studies in the direction of the Region, to quantify the capacity provided by Albioma to meet the needs of The Meeting, both in disposal of waste in energy production. The president of Ileva, Michel Fontaine, was not really in tune with this decision.
